CONSTITUTION
ARTICLE I--NAME
The name of this organization shall be the Bellingham chapter of the Washington State
Music Teachers Association (WSMTA).
ARTICLE II—OBJECT and DEFINITION
Section 1. Our purpose is to promote the art of music and its appreciation, to provide
educational opportunities for our members and their students and to inspire our members
and empower their abilities as educators.
Section 2. Bellingham Chapter of Washington State Music Teachers Association is not
organized for profit and no part of its net earnings inures to the benefit of any private
individual.
Section 3. In the event of the dissolution of this organization, any funds remaining in the
treasury after the payment of any outstanding debts shall be contributed to a non-profit
organization which qualifies under Section 501 (c) (3) of the Internal Revenue Service
Code. such as the MTNA Scholarship Foundation.
ARTICLE III—MEMBERSHIP
Section 1. Membership classifications in this Association shall be: Active, Student,
Emeritus, Associate, and Patron.
Section 2. Membership privileges and dues are prescribed by the Bylaws of the
Association.
Section 3. All members of the Chapter shall hold membership in the Washington State
Music Teachers Association and the Music Teachers National Association.
ARTICLE IV—OFFICERS
Section 1. The officers of the Association shall be: President, Vice President, Secretary,
and Treasurer.
Section 2. Procedures for the election of officers are specified in the Bylaws of the
Association.
ARTICLE V—EXECUTIVE BOARD
Section 1. The officers of the Association, together with the immediate Past President
and the Member-At-Large, shall constitute the Executive Board. Others may be included
at the discretion of the President, but without the right to vote.
Section 2. All meetings of the Executive Board shall be open to the membership.
Section 3. The Executive Board shall develop projects, plans, and policies to be
recommended to the membership for approval or rejection.
Section 4. A vacancy in the Executive Board shall be filled for the unexpired term by a
majority vote of the general membership.
ARTICLE VI—COMMITTEES
The President shall appoint Standing Committees and other committees as their need
arises.
ARTICLE VII—MEETINGS
Meetings of this Association shall be held at such time and place as are decided upon by
the officers of the Association, but shall be guided by the wishes of the membership.
ARTICLE VIII—QUORUM
A majority of the Active members present constitute a quorum of the Association.
ARTICLE IX—FISCAL YEAR
The fiscal year shall be the same as the membership year, beginning July 1 and ending
June 30.
ARTICLE X—AMENDMENTS
This Constitution may be amended at any business meeting of the Association by a
two-thirds vote of the active members present and voting, the proposed amendment
having been submitted to the members at least thirty (30) days prior to the voting.

Bylaws
ARTICLE I—MEMBERSHIP
Section 1. Membership Classifications: The following membership classes are open to
those who meet the respective qualifications and pay the annual dues provided for the
respective classification:
a. Active Membership shall be open to all individuals who are professionally engaged in
any field of music activity in the State of Washington, upon application and payment of
requisite fees. Active Membership conveys the privileges of participation in all
Association activities, the right to attend meetings and programs, to vote, hold office, to
enter students in Association programs, and receive the official Association publications.
Sub-categories of active membership include:
through the age of twenty-six (26) currently involved in regular music study in the State
of Washington. Student Membership conveys all rights and privileges of Active
Membership except the right to vote and hold office or enter students into MTNA
competitions. High School Student Membership shall pay current State mandated fee
and half of the Local Chapter fee.
Any student beyond the age of twenty-six (26) who returns to a college, university or
conservatory as a full-time music student shall have the option of Student Membership
for a period not to exceed four consecutive years, subject to the membership regulations
of WSMTA.
c. Emeritus Membership may be granted by the Executive Board for exceptional
contribution to the chapter over the years to members who are no longer actively engaged
in the profession. The chapter shall pay state dues and waive local dues. Emeritus
members shall pay National dues only. Emeritus Membership conveys all rights and
privileges of Active Membership.
d. Associate Membership shall be open to those businesses, corporations, institutions,
organizations, and individuals who have an interest in furthering the mission of WSMTA
and who pay the prescribed dues. Associate Membership shall entitle one person from the
business, corporation, institution, or organization the rights and privileges of active
membership with the exception of holding office or of entering students into Association
competitions and activities.
e. Patron Membership shall be open to all individuals not professionally engaged in any
field of musical activity, but who wish to support the programs of the Association and
who make a contribution to WSMTA. Patron members shall be entitled to attend
programs of the Association upon payment of the registration fee and to receive the
official Association publications, but shall not have the right to vote or hold office or
enter students in Association competitions and activities.
f. Joint Membership shall be open to all individuals who wish to be members of more
than one local chapter upon application and payment of the other chapter dues.

Section 3. Ethics
All members shall conform to the Code of Ethics of WSMTA and the Music Teachers
National Association, Inc.
ARTICLE II—OFFICERS
Section 1. Election of Officers.
The Nominating Committee shall be appointed by the President(s). The Nominating
Committee shall present a recommended slate of officers at the April meeting.
Additional nominations may be made from the floor (with permission of candidates).
Election shall be held at the May meeting, and those elected shall take
office immediately.
Section 2. President
The Vice President shall assume all duties of the President in the absence of that officer
and shall perform such other duties as may be designated by the President.
Section 4. Secretary
The Secretary shall keep the minutes of all meetings of the Association and of the
Executive Board, shall see that the minutes are in legal form and properly preserved, and
shall perform such other duties as may be assigned by the President.
Section 5. Treasurer
ARTICLE Ill—COMMITTEES
Standing committees may include but are not limited to MAP, Workshops, Certification,
Membership, Competition, Masterclass, Scholarship Fund, Student Recitals and
Musicianship Exams.
ARTICLE IV—DUES
Section 1. The membership year shall be from July 1 through June 30.
Section 2. Annual dues for membership shall include National Association dues.
WSMTA dues and local chapter dues as assessed by the local chapter, unless otherwise
stated under Bylaws, Article I, Membership.
Section 3. A member relinquishes all privileges of Active Membership until dues and
current obligations to WSMTA are paid for the current membership year.
Section 4. Dues of new members joining after April 1st shall be applied to the following
membership year. New members joining after January 1st shall pay half the regular dues
for that fiscal year. This does not apply to former members or student members.
Section 5. Payment of required dues includes membership in the Music Teachers
National Association, the WSMTA. the local chapter, and annual subscriptions to the
American Music Teacher, the Clarion, and the Chapter Newsletter.
ARTICLE V—AMENDMENTS
Section 1. These Bylaws may be amended at any business meeting of the Association by
a two-thirds vote of the Active members present and voting, the proposed amendment
having been submitted to the members at least thirty (30) days prior to the voting.
Section 2. Approved amendments to these Bylaws shall take effect immediately upon
passage unless otherwise specified.

- Senior Membership is available to Active members in good standing and
who have attained the age of seventy (70) years and who have been Active State
members for a minimum of five (5) successive years immediately preceding
application for Senior Membership. Senior Membership conveys all rights and
privileges of Active Membership. Senior Members pay discounted National,
State and Local Dues. - Dual Membership is available to a husband-wife when one qualifies as an
Active member. The Active member shall pay full National and State dues; the
spouse shall pay full National dues and one half of the regular State dues. Dual
Membership conveys all the rights and privileges of Active membership except
the couple shall receive one subscription to Association Publications. - Member-at-Large is open to all individuals professionally engaged in any
field of musical activity in the State of Washington where no local chapter exists,
upon application and payment of fees. Member-at-Large conveys all rights and
privileges of Active Membership.

- The Treasurer shall receive local dues from MTNA, as well as funds from
other sources. - The Treasurer shall be responsible for the payment of all bills authorized by
the Association, shall keep an itemized account of all receipts and disbursements,
and shall present an official report to the Association upon request.
